For over 20 years, we have been developing international recruitment strategies to meet the needs of local companies. We take each candidate’s life project to heart and assess his or her potential to integrate Quebec society.
Do you need to hire specialized workers?
Have you tried to recruit candidates in Quebec and felt that the labor shortage was holding you back?
Are you looking for a solution to hire foreign worker, but you don’t know how to go about it or where to start?
PHOENIX-GMI has the solution for you!
Over the years, PHOENIX-GMI has developed its own operations and logistics. Its own international recruitment system. This structured and unique process ensures the efficiency and adaptability of each recruitment project.
Depending on your needs, we offer two types of missions to recruit the qualified, specialized labor you need to guarantee the operational security of your company:
We take charge of your projects from A to Z. We evaluate the technical skills of your chosen candidates so that they meet your needs. We are also attentive to the human aptitudes that will help them adapt and integrate successfully into Quebec society.
PHOENIX-GMI’s international recruitment pools
We have discovered several recruitment pools around the world thanks to our extensive travels and the ongoing relationships we maintain with local and international representatives. Depending on your recruitment needs, the professional skills and the profile of candidates you are looking for, we help you select the countries that could meet your requirements.
While we continue working abroad to find other pools of qualified candidates, we currently propose three main areas:
We are committed to establishing a balance that favors the integration of all into Canadian society through the diversification of source countries. We carefully evaluate each candidate’s ability to become familiar with Quebec culture and society, including its values and language. Recruited candidates will have the opportunity to show their willingness to adapt to a new culture and learn French.
When we recommend a recruitment pool, we examine multiple criteria:
Your choice of pool must take into account the characteristics you are looking for in your candidates and the specific nature of your company.
We evaluate the specialized training, technical and linguistic skills of the candidates as well as the reasons of their immigration to Quebec, since this will have an impact on their integration into local Quebec society, their entry on the job market and, ultimately, the performance of your company.
Our vast experience has shown us that the key factor for success is to choose candidates who are willing to make the necessary efforts to integrate quickly into your company.
Thanks to the integration and training program developed by PHOENIX-GMI (which starts at the very beginning of the recruitment process), your new employees will quickly master the vocabulary and skills required to support your company’s activities.
We offer you the choice between an in-person recruitment mission and a virtual mission.
While you establish the precise characteristics of the candidates you are looking for, we take care of all the technical, relational, and legal details.

You also receive the support you need to help you manage the diversity and integration of new workers into the ranks of your company.
Over the years, PHOENIK-GMI has developed its own international recruitment strategy to implement a structured and unique process that ensures the efficiency and adaptability of each recruitment project.
Depending on your needs, we offer two types of missions to recruit the skilled candidate you need to guarantee the operational security of your company:
- an in-person mission, or
- a virtual mission.
We take charge of your projects from A to Z. We evaluate the technical skills of your chosen candidates so that they meet your needs. We are also attentive to their human abilities that will help them adapt and integrate successfully in Quebec.
Our operating mode allows the initiation of immigration procedures even before the pre-selection of candidates. Therefore, the chosen candidates will professionally correspond to the needs of our client companies while complying with Canadian government immigration requirements.
No, the candidates that you choose and welcome to Quebec in your firm will receive a "closed" work permit that will allow them to work for you only, in this case the employer whose name is indicated on the work permit.
A candidate could change company later on, but to do so he would have to comply with the immigration procedures instigated by the new employer.
We will design for you a thorough and effective recruitment process.
We do not create lists of candidates, we conduct each recruitment project according to the unique needs of the companies we work with. Depending on the employer’s requirements, specialized candidates are tested to evaluate their theoretical knowledge and practical skills. If necessary, we also offer adapted psycho-technical tests.
Furthermore, we interview the pre-selected candidates and each profile is individually analyzed to assess the candidate’s background and any other pertinent information.
We have 12 recruitment pools, adapted to the needs of our client companies.
Through our numerous recruitment missions abroad and thanks to the sustained relationships we maintain with local and international representatives (that are not sub-contractors), we are able to offer you pools of professionally and humanly qualified candidates for immigration.
We are committed to creating a balance that promotes the integration of all into Canadian society through the diversification of our source countries. We scrupulously assess each candidate’s ability to become familiar with Quebec’s culture, values and language. Each recruited candidate has the opportunity to demonstrate his willingness to adapt to the province’s values and learn French.
When we recommend candidates from a specific recruitment pool, we take into account multiple criteria:
- time management - travel arrangements, immigration delays
- expected technical
- expertise and training
- language requirements
When recruiting abroad, we work directly on the field with our own team and local authorities. This way, we are able to select qualified candidates and avoid the costs of intermediaries.
When recruitment takes place in the Philippines, the process is slightly different. Selected candidates are only allowed to leave the Philippines if we have obtained specific authorizations by agents of the local government. However the selection process and immigration procedures are entirely managed by the PHOENIX-GMI team.
Our recruitment policies are designed to meet the needs of the company. We encourage a human approach with our candidates to give them the opportunity to showcase their skills and discuss about their life project and willingness to come to Quebec.
