Over the years, PHOENIX-GMI has developed its own operations and logistics. Its own international recruitment system. This structured and unique process ensures the efficiency and adaptability of each recruitment project.

Depending on your needs, we offer two types of missions to recruit the qualified, specialized labor you need to guarantee the operational security of your company:

  • a virtual mission.

We have discovered several recruitment pools around the world thanks to our extensive travels and the ongoing relationships we maintain with local and international representatives. Depending on your recruitment needs, the professional skills and the profile of candidates you are looking for, we help you select the countries that could meet your requirements.

While we continue working abroad to find other pools of qualified candidates, we currently propose three main areas:

The various steps of international recruitment: a process specific to PHOENIX-GMI

We have defined 9 rigorous key steps of an international recruitment process that will guarantee the success of your project. In addition, we adapt each step to your needs, paying particular attention to the specific nature of your business and the employee profiles you are looking for.

Research and Analysis of Recruitment Needs
  1. PHOENIX-GMI uses its unique research and analysis grid to clearly define the objectives of your recruitment project which include: the number of employees needed, the available positions, the profiles sought, sector of activity, performance expectations and salary offer.

Explore Mission and Source Country Options

  1. We propose in-person or virtual recruitment mission options depending on your project, your company’s preferences, and validated immigration criteria.
  2. We initiate the preselection process. This includes choosing the countries most suitable to targeted recruitment and liaising with our on-site contacts. At this stage, a date for your virtual or in-person recruitment mission is confirmed.
  3. The PHOENIX-GMI manager of the source country establishes the recruitment network allowing a pre-selection of candidates.
Mission and choice of candidates
  1. Within the framework of a virtual or in-person recruitment mission, the pre-selected candidates are asked to attend a session during which they are introduced to the professional and social life in Quebec; economic environment, general working, living and weather conditions. The hiring company presents its production process, mission and values to the potential candidates. During an in-person mission, PHOENIX-GMI takes care of travel documents, interpretation services and provides a 24-hour assistance service.
  2. Technical tests and interviews are conducted by PHOENIX-GMI and your representatives. You choose your candidates yourself.
Immigration Management
  1. Regulatory verifications related to immigration procedures are carried out with the competent authorities. Meanwhile, PHOENIX-GMI administers all the contractual documents for each of the chosen candidates.
  2. We frequently inform you of the progress of the procedures during the period of administrative management of immigration by the authorities of the source country, those of Quebec and Canada. We take advantage of this waiting period to offer your new employees access to a training platform, familiarization with Quebec and francization.
Social and Professional Integration
  1. Upon the arrival of candidates and their families in Quebec, our team deploys a socio-professional welcome program to facilitate their installation and integration in their new country of residence.

How does the interational recruitment process take place?

Over the years, PHOENIK-GMI has developed its own international recruitment strategy to implement a structured and unique process that ensures the efficiency and adaptability of each recruitment project.

Depending on your needs, we offer two types of missions to recruit the skilled candidate you need to guarantee the operational security of your company:

– an in-person mission, or

– a virtual mission.

We take charge of your projects from A to Z. We evaluate the technical skills of your chosen candidates so that they meet your needs. We are also attentive to their human abilities that will help them adapt and integrate successfully in Quebec.

Our operating mode allows the initiation of immigration procedures even before the pre-selection of candidates.  Therefore, the chosen candidates will professionally correspond to the needs of our client companies while complying with Canadian government immigration requirements.

Can the candidates I recruit for my company eventually decide to work elsewhere?

No, the candidates that you choose and welcome to Quebec in your firm will receive a “closed” work permit that will allow them to work for you only, in this case the employer whose name is indicated on the work permit.

A candidate could change company later on, but to do so he would have to comply with the immigration procedures instigated by the new employer. 

How can I be sure that the candidates I recruit have the necessary skills?

We will design for you a thorough and effective recruitment process.

We do not create lists of candidates, we conduct each recruitment project according to the unique needs of the companies we work with. Depending on the employer’s requirements, specialized candidates are tested to evaluate their theoretical knowledge and practical skills. If necessary, we also offer adapted psycho-technical tests.

Furthermore, we interview the pre-selected candidates and each profile is individually analyzed to assess the candidate’s background and any other pertinent information.

In which countries do you recruit our candidates?

We have 12 recruitment pools, adapted to the needs of our client companies.

Through our numerous recruitment missions abroad and thanks to the sustained relationships we maintain with local and international representatives (that are not sub-contractors), we are able to offer you pools of professionally and humanly qualified candidates for immigration.

We are committed to creating a balance that promotes the integration of all into Canadian society through the diversification of our source countries. We scrupulously assess each candidate’s ability to become familiar with Quebec’s culture, values and language. Each recruited candidate has the opportunity to demonstrate his willingness to adapt to the province’s values and learn French.

Do you use networks of recruiters abroad?

When recruiting abroad, we work directly on the field with our own team and local authorities. This way, we are able to select qualified candidates and avoid the costs of intermediaries.

When recruitment takes place in the Philippines, the process is slightly different. Selected candidates are only allowed to leave the Philippines if we have obtained specific authorizations by agents of the local government. However the selection process and immigration procedures are entirely managed by the PHOENIX-GMI team.

Selin’s career profile

A pioneer and passionate practitioner, Selin has dedicated her career to international mobility since 1993. Her extensive expertise and excellent reputation are rooted in her family history. As an immigrant herself, she moved from Turkey to France and later from France to Quebec. She was rapidly immersed in an administrative role, social work and linguistics that are specific to professionals who support immigration.

Married in France at the age of 20 to Christian, co-founder of PHOENIX-GMI, she moved to Sherbrooke in Quebec alongside her family in 1999. Later, she collaborated with the University of Sherbrooke’s Entrepreneurship Institute and was invited by the Ministry of Education to teach courses on how to start a business. At the same time, she developed her own company in international mobility, which became PHOENIX-GMI in 2013.

In 2008, Selin became a regulated Canadian immigration consultant and eventually obtained her license for the province of Quebec. She positioned herself as a reference in terms of statuses based on work permits both in Quebec and in Canada. Quebec International, a para-governmental organization working in the Quebec City and Chaudière-Appalaches region, hired her as an expert consultant, trainer, participant in consultation tables and strategic development agent with its members.

In 2018, she was elected President of the Canadian Association of Professional Immigration Consultants for the Quebec region. This new position brought her to work directly with federal and provincial immigration authorities while ensuring that the profession was ethically and effectively represented.

These days, she is continuously motivating her team towards excellence in international recruitment and immigration services, all the while realizing her life ambition of helping people from all over the world to experience a smooth and peaceful immigration and integration into Quebec society.

Christian’s profile

Christian’s career path has been remarkable. As a student of Armenian origin, he emigrated from Turkey to France where he pursued studies in chemical engineering. After a few years in the rubber industry, he gained great expertise in the field, started managing laboratories while traveling through Europe. He diversified his activities towards related sectors: automotive, military equipment and health.

In the troubled context of the Kosovo war in 1999 – a conflict which had repercussions throughout the whole of Europe – he chose to immigrate to Quebec with Selin, his wife (and the firm’s co-founder), as well as their children. There he started managing the research and development laboratories of two Sherbrooke-based companies, considered as leaders in the polymer industry. At the same time, he learned about human resources management and personnel administration in a unionized environment. Along with this flourishing career, he developed multicultural approaches then adapted them to specialized training in business launches and coaching of new immigrants.

Committed to support international mobility, Christian cofounded PHOENIX-GMI in 2013 and simultaneously launched a consulting firm in the rubber industry. From this moment onwards, he was solicited by clients throughout Quebec to oversee the recruitment of foreign candidates in various positions, ranging from production to product finishing and quality control measures.

These days, Christian works as an intercultural mediator. Excelling at implementing international recruitment solutions, he allows companies throughout Quebec to address their labor shortage problems, while helping many qualified foreign workers realize their dream of immigrating to Canada.
